NYC Nanny State? Raising Cigarette Age to 21 (TYT Supreme Court)

"The age to legally buy cigarettes in New York City would rise to 21 from 18 under a proposal that officials unveiled on Monday, a measure that would give New York the strictest limits of any major American city."*

New York City has a proposal that would not allow anyone under 21 to buy cigarettes. Is this an infringement on freedom, or a health precaution? Are age limits already in place wrong, or necessary? Cenk Uygur, Ana Kasparian, and the TYT Supreme Court weigh in.
